What this document is for
We reviewed the public record of your career: government statements, annual reports, appointment announcements, event records, interviews, and your own published material. This document does three things.
1. It shows the pattern. Read together, your roles are not a list of jobs. They repeat one specific kind of work, and the record proves it.
2. It names what that pattern is worth. Which capabilities the record establishes, where, and with what evidence behind each one.
3. It sets up a decision. Part Two of this collection turns the pattern into a concrete plan you could start this week, if you choose to. This part is the evidence base for that plan.
Where the record is confirmed, we say so. Where a biography has gone stale, we flag it instead of repeating it. Where something could not be verified, it is held apart and marked. You can check every claim against its source.
IIThe Finding
What the record shows
Across three decades of documented work, the domains change (law, freight, ports, state strategy, national governance, the built environment, digital infrastructure) but the job you are brought in to do does not.
You are the independent person appointed when a system has to change and the people involved cannot get there alone. Your job is the change itself: convening the parties, translating between them, testing the options, and handing over a working result.
The evidence is consistent. Westport was a fifty-year port and freight question, chaired independently across government, industry and community S21 · S22 · S31. Infrastructure WA was custodianship of a state's twenty-year plan, including scenario work and 2050 planning S02 · S04 · S06. The Infrastructure Australia review was the Commonwealth asking two people to redesign its own advisory institution, and you were one of them S28 · S29. Future Fremantle is a port precinct planning its next use S23 · S31. The GBCA years applied the same work to buildings and net zero S07 · S17.
Your own phrase for this, on your website and echoed in official bios, is Systems Transition BrokerS11 · S12 · S02 · S07. The record supports it literally. That matters commercially: it is a defensible, evidenced position that no one else in the WA record holds.
One more thing the record shows. Your institutional terms have finished in sequence: GBCA deputy chair to July 2025 S07, the Infrastructure WA handover announced April 2026 S19. What remains active is the platform you own: Lockwood Advisory and your published positioning S11. Part Two sets out the mission you have already chosen for that platform, and the plan that puts this record to work as proof.

Each chapter added a capability the later ones relied on. Dates and caveats are stated plainly.

Foundations: law, community and the Pilbara
Dated bios consistently trace an early career through law and community legal work, the Shire of Roebourne, the Pilbara Development Commission, Horizon Power and regional development, with later service linked to the Water Corporation, Tourism WA, the WA Planning Commission and Leadership WA S15 · S17 · S22.
What it proves: you learned infrastructure from the ground up, in a region where land, power, water and economy are one problem. Caveat: tenure dates for this period come from later bios, not contemporaneous records.

Ports and freight: Westport
By late 2019 you held three roles at once: Independent Chair of the Westport Taskforce, Deputy Chair of Infrastructure WA, and Chair of the Freight and Logistics Council, publicly presenting Westport as a case study in planning WA's port and freight future on a fifty-year horizon S21 · S17 · S22.
What it proves: trusted independent chairing of contested, long-horizon public planning. Caveat: exact start and end dates for Westport and the Council are not yet in the evidence base.

The practice: Lockwood Advisory
The UDIA profile of October 2020 confirms you as Founder and Director of Lockwood Advisory by that date. GBCA board appointment followed within a month S22 · S07 · S17.
What it proves: an advisory practice under your own name, alongside the public roles. Caveat: a 2017 founding year is asserted in secondary research but unproven. Say "founded by 2020" until verified.
Four · October 2021 – April 2026 ●
The state horizon: chairing Infrastructure WA
Appointed Chairperson in October 2021. The state's first 20-year infrastructure strategy was tabled in August 2022 during your tenure. The chair years included scenario workshops, regional engagement, 2050 planning and decarbonisation guidance. Reappointed August 2024 through 30 June 2026; Dr Michael Schaper was announced as successor in April 2026 as the agency moves toward a 2050 Commission S02 · S04 · S06 · S18 · S19.
What it proves: stewardship of an entire state's planning horizon, with your forewords providing a public, directly attributed philosophy of practical transition. Caveat: the April 2026 statement calls the outgoing role "Deputy Chair after seven years," which conflicts with the 2024 reappointment and annual reports naming you Chairperson from October 2021. We keep the conflict visible until a primary record resolves it.

The national brief: reviewing Infrastructure Australia
In July 2022 the Australian Government appointed you, with Mike Mrdak AO, to lead the independent review of Infrastructure Australia (purpose, governance, priorities, legislation). The official record also confirms your earlier service on its board. The same period includes the NBN Co directorship (April 2022, three-year term) and, from March 2023, Strategic Advisor to the Future Fremantle Planning Committee S28 · S29 · S20 · S23 · S31.
What it proves: the Commonwealth trusted you to redesign an institution, not just sit inside one. Caveat: the NBN term runs to about April 2025 as stated; no reappointment record found, so no current role is claimed.

What the work has already built
Roles end and titles transfer, as the record shows this year. This chapter reads the same evidence for what does not transfer. It is the one interpretive chapter: every observation traces to cited sources, and shared work is credited as shared.
Built, and still standing. A state now holds its first 20-year infrastructure strategy, tabled during your chair tenure S02 · S06. A fifty-year port and freight question entered public planning through Westport and has not left it S21 · S31. Scenario practice was installed inside government S02. The Commonwealth ran a full review of its own infrastructure adviser with you co-leading it S28 · S29. And a working vocabulary (transition, public value, resilience) now appears in official documents, not just personal ones S02 · S04 · S07 · S16.
Changed, across the record. Planning shifted from project lists toward horizons: twenty years for a state, fifty for its freight S02 · S21. Transition became board business rather than aspiration S04. Stakeholder engagement moved to the start of processes, where it changes the answer S21 · S22. Institutions began reviewing themselves S28 · S19. These changes had many authors; what the record supports is that you were repeatedly at the table where they were negotiated, in the chair.
Still open. How regions prepare for transitions they did not choose. How institutions govern horizons longer than any appointment. How infrastructure keeps producing public value after delivery. How adaptation moves from guidance into daily practice. How leaders work with uncertainty instead of pretending it away S04 · S11 · S13. These questions did not close when any term ended, which is the point:
The work was never the role. The role was one expression of the work.

Flag two · stale biographies, treated as history
Several organisation pages still describe superseded roles: Infrastructure WA, GBCA, Airbridge, Malka and WAAMH now list successors or omit you S05 · S09 · S25 · S26 · S27. Those pages remain evidence of past service. Nothing here presents them as current office.
